RFP for FM Radio Interference Study

The Prometheus Radio Project is seeking proposals from Professional Engineers for a technical review of a study administered by the MITRE Corporation. This study was ordered by Congress in 2000 to resolve the question of whether potential new hundred watt ERP radio stations on third adjacent channels could cause substantial interference to incumbent broadcasters.
The results of this study will be released soon, and we seek proposals for engineering review of the methodology and results of the recently conducted field tests.

Prometheus Radio Project and our coalition partners, the Media Access Project, National Federation of Community Broadcasters, and the National Lawyers Guild Committee on Democratic Communications, are looking for a qualified engineer that can review the findings, help prepare comments and testimony for the FCC and Congress, and generally work to represent the interests of community radio in this proceeding.
Proposals should include professional credentials, scope of work, bid, timeline, a list of deliverable documents, and per diem rates for expert testimony in Congress and before the FCC.
Work must include:
-- Analysis of the overall parameters set by MITRE and Congress for this inquiry,
--Analysis of methodology employed by field testing contractors and quality of data gathering,
--Quantitative analysis of findings
--Examination of conclusions reached by contractors, MITRE, the FCC and other parties to this proceeding.
--Conclusions must be written up in a manner suitable for submission as comment to the FCC in a timely way to meet all deadlines for public comment in the proceeding. Comment is likely to occur over the summer of 2003, perhaps into the fall.
--Public presentations may be required for Congressional testimony or presentation to FCC staff or Commissioners, and can be compensated separately on a per diem basis
--Some interviews with trade press and general media may also be needed. Regular updates on progress of the review and strategy will be needed with members of the NFCB Low Power Advisory Committee.
Work may, but need not, include findings related to economic impact on minority broadcasters.
